Abstract

This research investigates the municipalization process of curricular decisions of the elementary school program through qualitative analysis. Ten counties belonging to the jurisdiction of the educational board of Ribeirão Preto, São Paulo, were evaluated. With foundation in critical theories, the study was formulated on analysis of curriculum policy, specifically targeting the implementation of the curriculum. Consolidating Educational Legislation, school documents, and interviews with the heads of the municipalized education in these counties, the data shows that not all municipalities prepare a policy aimed for the implementation of the curriculum with teacher participation. This development and deployment of the educational program is granted to the private sector. The survey in this sample population shows a substantial growth between 2007 and 2010, where there was an increase from 20% to 80% in the adhesion of educational systems managed by the private sector. Through this sample, it is concluded that there is a growing trend of granting curriculum management to the private sector.
